Allow teachers to correctly mark 0% for work completed on ROAs and 0 days credit
Currently independent studies teachers are not allowed to accurately indicate that a student did not complete any assignments on a ROA. We have to put at least 10% even if they did nothing. We can also not make zero days credit.
